Cultural Resources and Tribal Ethnography Studies (East Bay Municipal Utility District RFP Number WRPD-3-26)

East Bay Municipal Utility District (EBMUD) seeks a qualified cultural resources team to conduct archaeological, built environment, and tribal ethnography studies in support of the FERC relicensing of the Lower Mokelumne River Project (FERC Project No. 2916). The contract is expected to be multi-year and will produce technical studies needed for relicensing, but does not include preparation of the future Historic Properties Management Plan (HPMP).
Cultural Resources Study (CR-1) will update records searches and conduct archival research, inventory archaeological and built environment resources within the Area of Potential Effect (APE), perform pedestrian cultural resources surveys, coordinate with Tribal Monitors, and document newly identified sites, update DPR 523 forms and GIS databases, evaluate resources for National Register of Historic Places (NRHP) eligibility, prepare cultural resources inventory reports, NRHP evaluation memoranda, maps, GIS products, and confidential appendices.
Tribal Ethnography Resources Study (CR-2) will conduct archival and ethnohistorical research, support EBMUD consultation with interested tribes, conduct interviews with tribal representatives, elders, cultural practitioners, and community members, identify and document Tribal Cultural Properties (TCPs), Tribal Cultural Resources (TCRs), traditional land-use practices, oral histories, cultural values, and areas of sensitivity, and prepare reports, maps, and confidential documentation suitable for regulatory review.
