Cultural Resources and Tribal Ethnography Studies – East Bay Municipal Utility District (EBMUD RFP No. WRPD-3-26

The project supports EBMUD’s relicensing of the Lower Mokelumne River Hydroelectric Project and includes two principal technical studies: the Cultural Resources Study Plan (CR-1), addressing archaeology and the built environment, and the Tribal Ethnography Resources Study Plan (CR-2). The work includes background and archival research, archaeological inventory, field surveys, Tribal coordination and ethnographic research, documentation and evaluation of cultural resources, GIS/data management, preparation of Technical Study Reports, and support for potential FERC license requirements.

The Cultural Resources Study includes archaeological records searches and archival research; pedestrian field inventory; documentation of previously recorded and newly identified archaeological resources; built-environment documentation; GPS/GIS mapping; preparation and updating of DPR 523 forms; National Register of Historic Places eligibility evaluations; and preparation of cultural resources inventory reports, National Register evaluation documentation, and confidential materials. The RFP also allows subsurface testing or remote sensing where needed.
The Tribal Ethnography Resources Study includes archival and ethnographic research; assistance with Tribal government consultation; interviews with Tribal representatives, elders, cultural practitioners, and community members; documentation of Tribal Cultural Properties and Tribal Cultural Resources; protection of Tribal data sovereignty and privileged/confidential information; documentation of cultural practices, traditional knowledge, oral and written histories, areas of sensitivity, and recommendations; and preparation of appropriate maps and technical documentation.
