SBA to Consider In-Person Public Testimony on Proposed Size Standards Rules

On Monday, September 21, 2026, SBA will consider public testimony on the proposed rules to amend SBA’s size standards contained in the recently published proposed rules titled Small Business Size Standards: Revised Size Standards Methodology (91 FR 54096, August 20, 2026) and Small Business Size Standards (91 FR 53741, August 20, 2026). 

This event will occur in person only in the following location and on the following date:

  • Date: Monday, September 21, 2026 
  • Time: 9:30 a.m. to 11:30 a.m. MST (attendees are advised to arrive early and expect TSA-type security screening)
  • Location: U.S. Small Business Administration, Denver, Colorado, 721 19th Street, 426, Denver, CO 80202 (parking is available downtown)

Pre-registration is required to attend this in-person session.

When registering for the event, you must indicate whether you would like to testify. Participants who would like to testify must submit a copy of their written testimony before September 21, 2026 to GCBDregs@sba.gov with the subject line “{Last Name_ First Name_Size Standards Testimony}”. 

Testimony presented at this forum and the virtual forum will become part of the administrative record for SBA's consideration when developing the final rule.

SBA strongly encourages participants who are active sellers to the federal government and those that provide firms with access to capital to join.

Comments may be submitted on the proposed rule at www.regulations.gov by identifying ‘‘RIN 3245–AI67’’. SBA representatives presiding over the sessions will attempt to accommodate everyone interested in testifying, though based on the number of registrants, it may be necessary to impose time limits. 

SBA will analyze the testimony, both oral and written, along with any written comments received, and consider all comments in the final rule. SBA officials will not provide comments on the testimony of speakers during the event.
